Duke Energy Weatherization Program

Duke Energy Carolinas (DEC) Weatherization program has partnered with community and state agencies to help those who qualify access energy saving measures. DEC Weatherization rebates a portion of expenses back to the agency for state completed projects and offers weatherization to homes not eligible for a federal funded project.

Applicants must have an income level at or below 200% federal poverty guidelines and be a Duke Energy customer. Homeowners and renters eligible with Landlord approval.

 Measures offered through DEC Weatherization:

  • Air Sealing
  • Door Weatherstripping
  • Clean and/or replace dryer vent
  • Hot Water Heater Insulation
  • Low Flow Showerheads and aerators
  • Attic/Floor/Belly/Wall Insulation
  • Duct Sealing/Insulation
  • Heating System Tune Up/Repair/Replacement

 Duke Energy’s Helping Home Fund (HHF) provides energy related health & safety repairs and appliance upgrades for their income-qualified customers. Applicants must have an income level at or below 200% federal poverty guidelines. Homeowners and renters eligible with Landlord approval.

  • Plumbing Repair
  • Electrical Repair
  • Pest Remediation
  • Window or Door Repair/Replacement
  • Vapor Barrier
  • Water Heater Repair
  • Carbon Monoxide/ Smoke Detectors
  • Refrigerator/Range/Clothes Washer/Clothes Dryer Replacement
  • Heating System Replacement

 *Home must qualify for repairs/replacements

Who is eligible for BCBS’ HHI Program?

  • Client’s eligibility is based on the DHHS Federal Poverty level of 200%

        (Clients do NOT have to be customers of BCBS)

To Apply please bring the following documents:

  • Photo ID
  • Social Security Cards for all people living in the home
  • Proof of Income (For ALL household members) - Latest Paystubs with YTD totals,  Unemployment benefit statement.
      • If you receive Social Security/Disability benefits, you must provide the current year award letter. If you do not have the award letter, the Social Security Office can send you a benefit statement at your request.
        • Bank statements will not be accepted
        • If there is someone in the household not receiving income, they must complete and notarize our Declaration of No Income form.
        • If there is someone in the household that earned income for only part of the year, they must complete and notarize our Declaration of No Income for
        • Proof of Ownership – Title (for Mobile Home), Property Tax Records. Any deeds showing Life Estate or Lifetime Rights will be required.
        • Power Bills- Previous 12-months power bills. Your power provider can fax/email this information to us at your request.
        • Flex Pay customers can request the power company to send account history showing kWh used each month and amounts paid each month.
        • Duke Energy customers- we can pull the account history with the account # and last 4-digits of the account holder’s SSN.
        • Receipts for any oil, wood, propane, K1 purchased in the last year.
  • Renters are also required to submit the following:

  • Landlord Agreement- Must be signed by homeowner with agency staff present
  • Landlord Photo ID
  • Social Security Cards (For all household members)
  • Proof of Income (For all household members)- Rental income from all properties for the last 12 months, paystubs from employment, Social Security/Disability award letter, Pensions, etc.
